Council service
According to his city biography, Spurlin has been on the Oxford City Council since 2008.[1] In May 2025, when he announced he would seek another term, the Anniston Star reported that he had served 17 years on the council, 13 of them as council president.[2] He lists among his accomplishments helping to develop Choccolocco Park, the Bynum Community Center and the Oxford Performing Arts Center, and the renovation of the Oxford Civic Center.[1] In his 2025 announcement he also cited the EMACC Center, three new fire stations and the CREATE Center, a vocational-training facility built with Oxford City Schools. He said he hoped to finish an animal rescue center and a new EMS facility.[3] His city biography adds that he has served on the Federal Legislative Committee of the Alabama League of Municipalities.[1]
The 2025 municipal election in Oxford was uncontested. The circuit judge who administered the oaths remarked that the entire city government had been elected without opposition.[4] Spurlin, as council president, swore in Mayor Alton Craft at a ceremonial meeting on November 3, 2025, and then took the oath for his own new four-year term. The council then voted unanimously to reappoint him as council president.[4] A post on the City of Oxford's Facebook page describes the same ceremony.[5]
Background
Spurlin is a lifelong Oxford resident who graduated from Oxford High School in 1985. He earned a degree in sacred literature from Covington Theological Seminary, which the Star describes as an associate degree.[1][2] Before entering full-time ministry he was an Oxford police officer for more than seven years.[2] He is pastor of Brookside Baptist Church in Oxford, and his city biography says he has been a minister for 32 years.[1] The same biography lists his work with the Oxford Jaycees, the Baptist Service Center, World Changers, United Youth Ministry and the Calhoun County United Task Force safety division. It also says he serves as chaplain to the Oxford Fire Department.[1]
